Upper Management Baseball League

 

Addendums to the league Rules

 

1) In game waivers. Waivers are 15 days (2 sims) and the DFA is 23 days (3 sims). You are responsible for releasing your players. Players left on DFA past the 23 days, results in removal from your team and a million dollar fine per player left on DFA past the limit.
 
2) We have a 25 player roster limit for each minor league level. You can only have 25 players at AAA, AA, and A ball. Again, violations result in 1 million dollar fine per player. If not fixed in a timely manner, could lead to removal from the league.
 
3) If you don't export at least once in a 3 week time frame, you will be removed.
 
4) financial and Competitive rules:
 
   Teams that lose more that 8 million dollars for 3 straight years will be subject to termination from the league. These teams will be addressed on a team by team basis. Probation and/or termination will be decided by a tribunal of myself and two other neutral gm's. Probation will be things such as not allowing teams to take on additional salary by signing extensions and/or free agents to large contracts.

    Teams losing 100 more for 3 straight seasons are also subject to termination. Again, teams will be judged on a team by team basis. Team improvement will be looked at in this field.

  Gm's who are taking over teams that fit this criteria will be given a clean slate to work with. (a new owner takes over a team that lost more than 8 million for 2 straight years. The new gm will be given 3 years to get the team back on track) GM's taking over losing teams will be given more consideration as far as what they have done to improve their team

1.      Introduction

 

Welcome to the Upper Management Baseball League or UMBL for short. The UMBL will utilize OOTP6 (Out of the Park, v6) and its most current patch or update. This league will switchover to all new versions of the game as they come out, barring all GM’s have the game.

 

This league will be built around competitiveness and fairness and we hope that all that participate will enjoy their stay, be challenged by what the game has to offer and by what each and every GM who participates in the league brings to the table.

 

Please remember, this league and all others like it are meant to be fun, no matter how challenging and competitive we would like it to be, we all participate in these leagues because we find enjoyment in them, so we ask all those who participate to be civil, courteous and professional when in contact with other members via a chat or on our message boards. Members who act otherwise will be banned from further participation in the league.

 

2.      League Officials and General Managers

 

·          Commissioner(s)

 

The Commissioner(s) will have full power over every aspect of the league.

 

They will set the schedule for simulations; what days they will take place, at what times they will be executed and how many games will be simulated per day.

 

The league website, all files and message board will also be maintained by the Commissioner(s), so all GM’s can keep their roster up-to-date and be kept apprised of all that is going on in the UMBL.

 

The UMBL will have two (2) Commissioners:

 

·          Randy Corcoran:

Will be in charge of all technical areas; league website, updating league files and simulations. He will also help enforce the rules of the UMBL and aid in the development and implementation of new rules.

 

·          Brian Bakic:

Will be in charge of enforcing all rules and regulations of the UMBL, development and implementation of new rules and regulations, all finances (calculation and distribution of Revenue Sharing and the “CBT” or Competitive Balance Tax, when and if a “CBT” is instituted).

 

·          General Manager’s or GM’s

 

Requirements for being a GM in the UMBL:

1.       MUST have most recent copy of OOTP6 and update

2.       MUST have a working e-mail address

3.       MUST have AIM (AOL Instant Messenger)

4.       MUST register on the league forum

5.       MUST register on BOSI

 

Upon entering the UMBL, all persons awarded the opportunity to control an organization are expected to act in a professional and courteous manner to all members and prospective members of the league and act in accordance to the rules and regulations set forth hereby, and in the future.

 

General Manager’s are required to respond to any and all emails concerning trades, even if the response is a simple, “no”. If a GM consistently does not reply to emails of this nature, he or she will be warned. If repeated non-replies persist after a warning, the GM will be removed from his or her position and the league.

Sim Schedule

The league will be simmed every Tuesday, Thursday and Sunday at 8 pm EST, 7 pm CST, 6 pm MST and 5 pm PST.

 

League Schedule

1.       The league will play to a 162-game “un-balanced” schedule

2.       There will be NO interleague play

3.       The “All-star” game will be scheduled by the OOTP game engine and the engine will select the players to participate. (All teams that are represented by a player

in the All-star game will receive a bonus, explained later in the rules)

1.      Major Leagues

The maximum number of players a team may have on its major League roster is 25, until September 1 (9/1) when rosters will expand to 40.

 

2.      Minor Leagues

It is the prerogative of the General Manager, at which level a player will be situated.

 

The league will NOT enforce a rule limiting the number of players in which an organization has in its farm system.

 

3.      Trading

 

PLEASE READ THIS SECTION VERY CAREFULLY!

 

The following can be traded:

 

·          Players

·          Cash

·          Draft Picks (RULE 4 (Amateur draft) ONLY)

 

·          Rule 5 Draft Picks CANNOT BE TRADED. This will be discussed further in sub-section 9 of the Roster Management Section.

 

All trades MUST contain one player from all parties involved.

 

Cash and draft picks CANNOT be traded without the presence of a player as part of the trade.

 

·          Players

There will be no restriction on what players can or cannot be traded. ALL PLAYERS CAN BE TRADED.

 

·          Cash

Teams may trade up to, but not exceeding $5,000,000

 

·          Draft Picks

 

Teams may trade their 1st, 2nd and 3rd round picks for the current and succeeding year. There will be 15 rounds to the amateur draft, starting with round 4 until completion of the draft, the computer will make selections for all teams.

 

 

4.      Releasing Players

Teams may release any players that are part of their organization that they wish. It is however noted, that any team releasing a player will have to buyout the remaining portion of the players contract.

 

5.      Waiving Players

 

Waivers will be done IN-GAME.

There are two kinds of waivers, revocable and irrevocable. If a player has revocable status, the waiving team may pull that player back from waivers at any time, even if a team has placed a claim on said player. If a player has an irrevocable status, then the waiving team must wait for said player to clear waivers before retracting him. In this case, if a player under irrevocable status is claimed, and the claim is not rescinded, the claiming team will become responsible for that players salary.

 

6.      In-season Free Agency

 

·          Teams can make bids on players during the season that are not currently under contract by another organization.

 

Opening bids MUST be what the player is asking for. From there, a team may make increases as they see fit.

 

If an opening bid on a player is a minor league contract, or MLC, then the next offer by the countering team, if there is one, MUST be $300,000 (the leagues current minimum), then all other bids can be at whatever increment the bidding team sees fit.

 

·          Once 24-hours has passed after the last bid has been made, bidding will be closed and the player will be placed on the teams roster that one the bid.

 

·          A team may only offer to one player at a time.

 

If team “A”, offers to player “X”, team “A” must wait until player X signs with them or is they are outbid on that player. If team “A” is outbid, they can either continue to bid on player X, or then decide to make an offer to another player, say player “Y”.

 

7.      Off-season Free Agency

The off-season will consist of 30-days, that will be simmed 5 days per sim, totaling 6 sims. During this time any team may make an offer to any player providing that player is willing to listen to offer from that team.

 

Any player that is signed during this period CANNOT be traded until July 1st. This rule is in place to prohibit a GM from signing a player(s) that they may not need, then trading them away immediately for more useful talent.

 

8.      Rule 4 Draft or Amateur Draft

 

The amateur draft will occur one every season on June 1st. OOTP will generate the amateurs and the draft will take place on the league message board. Teams will pick in reverse order of the previous seasons final standings.

 

The will be 10 rounds to the amateur draft in which only the first 3 rounds will be selected by General Managers, and the final 7 rounds will be completed by the computer.

 

The draft is over once the entire pool has been exhausted.

 

9.      Rule 5 Draft

 

The Rule 5 draft will occur once every season and will take place on the leagues message board.

1.       Teams will pick in the same order as the most recent amateur draft.

2.       There are 2 rounds to the Rule 5 draft in which a team may pass at any time, not opting to select a player.

The draft is over when every team has had at least two opportunities to pick.

 

A player is eligible for the Rule 5 draft if he is not on the 40-man roster and:

1.       He was drafted when he was 18 or younger and this is the fourth Rule 5 draft since he was drafted, or

2.       He was drafted when he was 19 or older and this is the third rule 5 draft since he was drafted.

 

MUST READ!!!

 

A player who is claimed in the Rule 5 draft must remain on the claiming teams’ Major league roster for the entire season. If at any time the claiming team removes a player claimed via the Rule 5 draft from their Major League roster, that player will be immediately returned to their original team. In that case, the original team will still have full rights over the player and can assign him anywhere they see fit within the organization.

 

If a Rule 5 pick is placed on waivers and claimed by another organization, the claiming organization must abide by the rules set forth for Rule 5 draft picks, and retain that player on their major League roster, otherwise the player will be immediately returned to their original team.

 

If a Rule 5 pick is traded to another organization, the new organization must abide by the rules set forth for Rule 5 draft picks, and retain that player on their major League roster, otherwise the player will be immediately returned to their original team.
